Position Summary

The Township Manager serves as the Chief Executive Officer of the Township and is responsible for the proper and efficient administration of the affairs of the Township. Reporting directly to the Board of Supervisors (“Board”), the Township Manager is responsible for identifying and executing the strategic initiatives selected of the Board. The Township Manager is responsible for ensuring that operations of the Township comply with all applicable laws and regulations, particularly the Second Class Township Code.

Duties and responsibilities of the Township Manager include, but are not limited to duties in these various areas of activity:

Board Relationship

• Develops and maintains working relationships with professionals, boards, commissions and committees appointed by the Township Board of Supervisors.

• Attends all public meetings of the Board of Supervisors and its committees, with the right to take part in discussions, and receive prior notice of all public meetings.

• Engages as a representative of the Township with various communities; elected officials, business, recreational, minority, environmental, historical, residential, union and law enforcement communities within or with interest in Springettsbury Township. This includes developing working relationships with County, State, Federal officials and neighboring townships/cities/boroughs to foster intermunicipal cooperation.

• Represents the Board of Supervisors at various legislative and public functions.

• Informs the Board of Supervisors on Township affairs, makes necessary recommendations, submits periodic reports on the condition of the Township finances, Township operations and other reports as requested by the Board of Supervisors.


• Reviews all municipal operations and programs to ensure program effectiveness and compliance with Federal, State and Local laws.

• Negotiates and ensures compliance of contracts including real estate purchases, and professional services, subject to provisions of the Second Class Township code.

• Negotiates Collective Bargaining Agreements and keeps the Board informed during the process.

• Functions as purchasing officer of the Township. Issues rules and regulations governing the requisition and purchasing of all items in accordance with the provisions of the Second Class Township Code, subject to approval by the Board of Supervisors for purchases in an amount exceeding the limit established by resolution. Provides the Board of Supervisors an accounting of all purchases.

• Prepares and advertises bid specifications for municipal projects.

• Ensures that the provisions of all franchise leases, permits and privileges granted by the Township are observed.

• Monitors real estate development proposals and private development projects to ensure compliance with the Township’s Comprehensive Plan and Land Use Ordinances.

Manages Township Employees

• Engages with department heads on a regular basis to ensure effective management of thevarious departments and communication among the departments. Holds periodic departmenthead meeting.

• Develops and leads highly engaged teams and programs involving all municipal operations including: Administration, Parks & Recreations, Public Works, Wastewater Treatment, Finance, Human Resources, Police and Community & Economic Development.

• Utilizing the Wage and salary range previously determined by the Board of Supervisors, set wages and salaries of all personnel under the Township Manager’s supervision.

• Develops and leads department directors and employees; including recruitment, training, retention and career opportunities in partnership with the Human Resources Department.

• Responsible for increasing/decreasing employee numbers, by either the creation or elimination of a new program or increasing/decreasing the number of employees in present categories, with prior approval of the Board of Supervisors.


• Prepares and submits an operational and capital budget including an explanatory budget message for the next fiscal year to the Board of Supervisors after reviewing/revising estimates of revenues and expenditures submitted with supporting data from Department Directors.

• Develops long-range fiscal plans for the Township in conjunction with the presentation of the yearly budget to the Board of Supervisors for review and adoption and is responsible for administration of the Township’s annually adopted budget.

• Prepares and submits, at the close of the fiscal year, a complete report on the financial and administrative activities of the Township.

Specific Roles

• Acts as the guardian of records for the Township, with the exception of police records.

• Functions as HIPPA Security Officer for the Township.

• Functions as Safety Accident and Illness Prevention Program Coordinator for the Township.

• Functions as the Pension Plan Administrator for the Police Department and Non-Union employees.


• Communicates information on Township programs, policies and activities approved by the Board of Supervisors to residents, businesses, and media, with the exception of confidential matters relating to personnel, real or personal property purchases, contract of employment and other similar matters during negotiations.

• Maintains relationships with media as appropriate and is the primary spokesperson for the Township.

• Is responsible for maintaining effective communications with all stakeholders using current technology effectively to reach various audiences.

• Upon approval of the Board of Supervisors, works with experts and consultants to perform work and/or advise the Township on specific projects/programs


• Performs other duties or special projects assigned by the Board of Supervisors.

Knowledge, Skills and Abilities

• Knowledge of municipal management concepts and of municipal operating practices and procedures, including purchasing, budget preparation, labor negotiations and personnel administration.

• Knowledge of traditional relationships between state and local governments.

• Ability to learn and understand regulations and codes relevant to Springettsbury Township

• Ability to learn and understand Springettsbury Township’s responsibilities such as zoning, financial record keeping, budget preparations, purchasing, and contract preparation.

• Ability to plan, organize, direct and coordinate municipal projects, operations and functions.

• Ability to work with the Board in developing strategic plans for the Township. Ability to translate approved strategic plans into effective action.

• Ability to effectively communicate ideas of a complex nature, both verbally and in writing, and ability to deal with complaints tactfully and in a professional manner.

• Knowledge of the legal procedures to be followed in the conduct of the Board of Supervisors meetings, in recording of minutes, in the managing of records and the preparation of various State required reports.

• Knowledge and ability to use standard office technology.

• Ability to handle sensitive and confidential information in a professional manner.

• Ability to establish and maintain effective relationships with Board appointed professionals, subordinates, labor representatives and general public.

• Ability to regularly report to the job at assigned times and perform assigned duties.

Preferred Education and Experience

• Bachelor's degree in public administration, business administration, or related subject.

• Five years experience as a senior executive in municipal government.

• Any acceptable equivalent combination of training or experience in public or business


Certificates and Licenses Required

• Valid Pennsylvania driver’s license.

Special Requirements

• Ability to pass physical/psychological/medical/drug screening tests.

• Ability to pass criminal and credit background check.

• Township Manager must be bondable in an amount determined by the Board of Supervisors.

Physical Demands and Work Environment

• The work is primarily sedentary in nature but also requires a high degree of mobility.

• The work is generally performed in an office setting and may occasionally involve visits to other Township facilities, professional offices, businesses and institutional facilities.
