Township Related: Township treasurer

Job Description:

Reporting to the Township Manager, the Treasurer will assist in all financial operations of Washington Township, including, but not limited to, payroll preparation, budget formation, monthly financial reporting, accounts payable, accounts receivable, and annual audit functions.  This position also assists with human resource management.  This is a full-time position.

Job Requirements:

  • Responsible for the accounting records for all funds of Washington Township, including General Ledger, Accounts Receivable, Accounts Payable, Payroll and the associated files, reports and documentation necessary for various audits-internal and state. 
  • Prepare monthly Treasurer’s reports for Washington Township. 
  • Prepare additional financial reports as may be required by federal, state, and county governments as per regulation. 
  • Assist the Township Manager in the oversight and preparation of the Township Budget. 
  • Assist the township manager in the administration of the employee benefits program, PMRS pension plan, and grant applications, township insurance where financial data and reporting is required to operate the program. 
  • Assist the Township Manager in the administration of procurement contracts, construction contracts and grants. 
  • Keep township records regarding permits issued and property record files. 
  • File zoning reports to Federal, State, and County as required.
Required Knowledge, Skills and Abilities
  • Minimum of an Associates Degree in Accounting or a related field. 
  • Minimum of three (3) years of related experience.  Bookkeeping experience with government agency or a non-profit preferred. 
  • Knowledge in audit and reporting requirements for the Commonwealth of Pennsylvania, including liquid fuels auditing. 
  • Proficient in math with excellent analytical skills. 
  • Extensive knowledge of operating and using a computer, calculator, copier, and fax machine. 
  • Thorough knowledge of filing, record keeping, typing and accounting principles. 
  • Knowledge of the IRS tax code, including W-2 and 1099 requirements. 
  • Thorough knowledge of English in areas such as grammar, spelling and punctuation, typing and filing procedures.  Good proofreading skills. 
  • Extensive knowledge of the computer and applications software including Windows programs and the Microsoft Office suite, as well as experience using accounting and payroll software (Sage Accounting/Peachtree and Cassell knowledge preferred). 
  • Pleasant personality and ability to communicate effectively with the public and with coworkers.  
  • Excellent communication skills, both oral and written. 
  • Exceptional attention to detail and excellent organizational abilities. 
  • Ability to maintain confidentiality due to the nature of the administration department. 
  • Shall maintain a valid Pennsylvania driver’s license.
