Job Description:

Springfield Township, Mercer County, PA is seeking an individual for the position of Township Administrator.  Springfield Township operates with a 3-member Board of Supervisors under the Second Class Township Code, has approximately 2,000 residents, is home to the Grove City Premium Outlets and several hotels and retail businesses, six employees and has a $1.5 million operating budget.  The position will report to the Township Board of Supervisors and provide management and oversight to Township operations.     The position is full-time.  Starting salary of $55,000 to $65,000/year, depending on qualifications and experience. 3-5 years of government administration experience and a bachelor’s degree (or equivalent experience) in a related field preferred.  Healthcare and retirement benefits available.  Interested applicants should submit a completed application, cover letter and resume to John Trant, Acting Township Administrator at 406 Old Ash Road, Mercer PA 16137.  Job application form and a full job description available at www.springfield-mercer.org .  Applications will be accepted until 4pm on October 14th, 2019.

Job Requirements:

  1. Serve as the Township’s Open Records Officer.
  2. Serve as the Township’s Zoning Officer.
  3. Serve as the Township Secretary and Treasurer.
  4. Manage and oversee regular updates to the Township website.
  5. Complete grant applications as directed by the Board of Supervisors and perform grant management for successful grant applications.
  6. Serve as the Township’s Pension Administrator.
  7. Manage code enforcement activities performed by third party contractor.
  8. Manage the coordination and oversight of the Township’s annual financial audit.
  9. Review all invoices, pay requests, timesheets, and bank statements and serve as the main point of contact for the Township accountant and auditor.
  10. Manage the Township’s sewage billing process, including review of billing reports, oversight of delinquent account collection processes and payment policies as approved by the Supervisors
  11. Manage the preparation of the Township Supervisors’ meeting agendas and meeting materials; and attend all Supervisors’ meetings.
  12. Manage the preparation of the Planning Commission meeting agenda and meeting materials in conjunction with the Planning Commission secretary, including meeting with property owners and developers about Township land use regulations and processes.
  13. Manage the Township’s processing of building, zoning, subdivision and land development applications.
  14. Preparation of the Township’s annual budget.
  15. Oversee bidding and contract administration for Township projects.
  16. Serve as main point of contact for the Township Engineer.
  17. Oversee the Office Manager position.
  18. Coordinate Township insurance policies.
  19. Serve as the administrator for the Springfield Township Economic Development Authority (EDA) and Springfield Township Municipal Authority, including monthly meeting preparation and required annual report for the EDA’s debt.
  20. Coordinate and prepare meeting materials for meetings of the Springfield Township Tax Increment Finance Committee, on an as-needed basis.
  21. Facilitate communication and knowledge-sharing between the Township Supervisors and County/regional agencies such as PennNorthwest, Visit Mercer County, Mercer County Planning Commission, and the 79-80 Industrial Development Corporation, including attendance at meetings as directed by the Township Supervisors.
  22. Springfield Township is a growing community.  The complexities and responsibilities of the Township employees are expected to grow, including the responsibilities of this position, to accommodate new and different functions as required by the Township Supervisors.
