Tobyhanna Township is located in Northeastern Pennsylvania in the northwestern portion of Monroe County (MonroecountyPA.gov), often referred to as the Poconos (poconomountains.com). Tobyhanna Township has a nice mix of residential properties, small service oriented business along with some heavier commercial and industrial areas at the eastern end of the Township adjacent to Route 380 in Pocono Summit and at the southern end of the Township adjacent to Route 80 in Blakeslee. The Township continues to work hard at finding a positive balance between promoting economic growth and managing natural resources so that it remains an attractive place to live, work and play.
Tobyhanna Township is served by the Pocono Mountain Regional Police Department, Pocono Mountain Regional EMS and by three Volunteer Fire Departments.
Tobyhanna Township has a mix of active and passive park and recreation areas as well as a substantial amount of open space owned primarily by the Boy Scouts, Land Trusts, the PA Game Commission and Planned Communities.

The Position
The Township Manager is the chief operating officer for the Township and reports to the five member Board of Supervisors. The Township Manager is expected to provide leadership and direction in concert with the Board of Supervisors, ensuring that citizens and business owners/representatives receive quality service in an efficient and cost effective manner.
The Township Manager makes recommendations to the Board of Supervisors for their approval recognizing the importance of keeping the Township on the cutting edge of economic development by having a keen understanding of current and future trends, demographics, legislative, economic and social issues. He/she must be decisive and set aggressive goals and objectives to ensure the Township’s current and future success.
In cooperation with the Board of Supervisors, the Township Manager must lead in the development and tactical implementation of a strategic plan and must be able to identify issues, needs, goals and objectives to help ensure the continued viability and effectiveness of the Township.
The Township Manager must recognize, respect and support the contributions of Key Team Members (Staff/Employees) and ensure that appropriately skilled and competent department managers are in place for all key positions, and that each of the department managers does the same in their respective areas of responsibility. The Township Manager sets the standard of performance for all departments and staff and prepares annual employee performance evaluations to improve and enhance performance. He/she will maintain an overall atmosphere that promotes and values responsible contributions to the Township’s success and ensures that all Team Members are focused on positive, supportive relationships amongst themselves and the public they serve.
Candidate Qualifications and Experience
 
The expectation is that the Township Manager will provide innovative, visionary and strategic leadership to the Tobyhanna Township Board of Supervisors, Team Members, and its Residents that works towards enhancing the overall operation of the Township.  He/she will be capable of recognizing and proactively anticipating trends and relevant impact to the Township. The ideal candidate must possess skills and a keenness toward budgeting and financial management in order to lead the Township in meeting its budgeting and financial objectives as well as an in-depth understanding of the operation of a Pennsylvania Municipal Government Agency. An ability to work with the business community as a means of stimulating economic growth is an important aspect of the position.
A Bachelor’s degree in Public Administration or a closely related field is required. This degree requirement should be supplemented by a minimum of five (5) years experience and/or training that may include public service or administration; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for the position.
Must possess and maintain a valid Pennsylvania driver’s license, be familiar with grant program guidelines and management principles and have a firm understanding of human resource guidelines and the ability to supervise Township Team Members. The salary range for the Township Manager position is $70,000.00 to $90,000.00.
